The provision

What it actually does

Section 219 (House) / 1217 (Senate) of the FY2027 NDAA creates a Pentagon executive agent to expand U.S.–Israel weapons research, co-production, and industrial integration — including AI, cyber, biotech, quantum, and autonomous systems.

Why “permanent” matters

The bill tells the Pentagon to promote long-term integration of joint capabilities. Once an office, industrial pathways, and programs of record exist, a future Congress cannot easily unwind them.

Buried in a must-pass bill

This is not a standalone vote. It is stuffed into the annual defense authorization, so members are pressured to swallow it to “support the troops.” That is the point. Demand it be stripped.

The Senate is the remaining check

The House already passed it. Six senators are publicly fighting it. Conference is where the language lives or dies. Your two senators still have to be told — today.
